Hyperfine Media are specialists in producing dynamic video and animation to support tenders, applications and public consultations. For the NLGEP we produced both internal and public-facing videos to provide an overview of the proposed park and its environmental and economic benefits. We visited the site to film dramatic drone footage which was combined with other video footage, animated infographics, application drawings and key facts and figures to help present a compelling case for the park application to be approved.

Footprint Services, an independent environmental consultancy based in Lincolnshire, was founded in 2016. The company specialises in transforming, interpreting and presenting complex data related to industrial waste and resource management.
As part of the North Lincolnshire Green Energy Park project, Footprint Services was commissioned to analyse waste arisings data. Their work provided valuable insights into the availability of waste and highlighted regional trends in the treatment, recovery and disposal of non-recyclable residual waste.

Network Infrastructure Consultants were involved in the cost management and estimating for the North Lincolnshire Green Energy Park Masterplanning.
We provided cost estimating over the various asset types, budget [design to] management, and value engineering advice in order to maintain the most economical considerations through both design and logistical installation considerations.
For Solar 21 we provided cost models for DCO development (core and associated developments), and TCPA development.
Our cost models considered various demolitions, Infrastructure remodelling and the environmental considerations to maintain green areas.
We were primarily responsible for capital cost estimates for the design (up to a detail of RIBA Stage 2) to advise the masterplan and ensure the costs of the scheme remain in line with the requirements of the business plan and therefore ensure the commercial viability of the project.
The key areas of the cost modelling was a new railway access from the mainline, and Rail Head with associated major civils works, bulk earthworks and rebalancing for flood defences, utility corridors, highways alterations and built assets – demolition and new.
We also worked closely with Fichtner Consulting Engineers who fed into the cost models with capital expenditure estimates for specialist components within the NLGEP development (Energy recovery, Hydrogen production, Utility (grid) connections etc.
After several rounds of value engineering, we were able to produce an output that was well received by the client and informed the masterplan budget for the next stage.
We are also carrying out very similar cost modelling exercises to multi Billion dollar green orientated schemes in Saudi Arabia where our case study for the NLGEP has opened many doors, and we have now set up a new Middle East section named Network Infrastructure & Dickensian LLC.

Bowland Ecology has provided ecological support for the North Lincolnshire Green Energy Park project since the early design stages. This included undertaking baseline habitat and protected species surveys, working closely with the wider project team and preparing the Ecology and Nature Conservation Environmental Statement. In line with the Project’s design principles, Bowland Ecology carried out a detailed biodiversity net-gain (BNG) study and advised on habitat creation and enhancement measures, proposed within the associated Outline Landscape and Biodiversity Management and Monitoring Plan. The BNG assessment demonstrated that the Project is capable of achieving over 10% BNG through the provision of significant areas of wetland, ponds, species-rich grassland and woodland. Throughout the application process, Bowland Ecology contributed to meetings with multiple stakeholders, including Natural England, the Environment Agency, Lincolnshire Wildlife Trust and North Lincolnshire County Council, primarily discussing BNG, ornithology and national and international designated wildlife sites.

AFRY Management Consulting’s Waste and Circular Economy Team supported NLGEP’s application by undertaking an RDF availability assessment which was submitted alongside the DCO application in 2022. This included long term scenario projections for residual waste availability at national and regional level to support the needs case for the project. Following submission of the application we supported NLGEP by giving evidence at the planning hearing, updating the analysis, and responding to questions from the planning inspector and the Government.

LDA Design acted as design lead and masterplanners for the project, delivering a collaborative design culture between the technical, engineering, environmental and client teams. We helped develop the vision for the project which was underpinned by a set of design principles which were used to inform design decisions. We established a clear design framework and process from the outset of the project, which enabled LDA Design to orchestrate optionerring efficiently and effectively as well as the design evolution of the project. To ensure that good design in continued through into the detailed design stage post consent, LDA Design developed the Design Code for the project which was secured within the Development Consent Order.

Energyline Ltd (under our Northern Planners trading name) provi ded local planning consultancy support for this DCO application, working with a range of experts as part of a multidisciplinary team. This role included liaison and consultation with key stakeholders, North Lincolnshire Council and the Planning Inspectorate and also involvement in community consultation events. Energyline Ltd prepared the Planning Statement for the submission, and managed ecological surveys and input, as well as Development Plan/ planning application searches for cumulative assessment. Energyline Ltd were also supported the examination process, responding to relevant representations and comments from Interested Parties where necessary.

Freightliner, the UK’s largest maritime intermodal logistics operator and a leading operator in the UK Heavy Haul rail freight market, have been a long-standing supporter of the North Lincolnshire Green Energy Park (NLGEP). Freightliner have focused on the rail logistics scoping studies for movement of the various commodities both to support construction and the ongoing daily operation of the facilities.
Working in conjunction with NLGEP and its partners, our expertise on multimodal logistics and extensive and long-standing experience of movement of waste for use in Energy from Waste (EfW) facilities allows us to advise on the technical implications and opportunities that arise from operating a multimodal rail operation to and from the planned site.
It is exciting to see the culmination of the hard work by the wider NLGEP team and its supporting businesses achieve a major milestone in having the DCO granted to allow the next phase of the project to progress.

Fichtner is proud to have provided the comprehensive engineering design work for all the process plants within the innovative green energy park. Our contributions encompassed the design of several key factors, including:
- An energy from waste facility
- Carbon capture systems
- Residue reprocessing and concrete block production
- Hydrogen production units
- Battery storage solutions
- Connections to the gas and electricity networks
- Plastics recycling facilities
- Combined heat and power networks
In many instances, the technology is novel and stands as the first of its kind. The design process included engaging with suppliers, considering the impacts of one technology on another, as well as its environmental impact.
Fichtner carried out work to support the integration of these facilities, exploring ways to enhance self-consumption of power and promote the circular economy within the energy park by reusing residues where possible.
Our team produced several documents to support the Development Consent Order (DCO) application. These included Works Plans, Elevations, Parameter Plans, and a Combined Heat and Power Assessment. We also participated in producing other essential DCO documents, reviewing and commenting on the draft DCO and Environmental Statement.
Fichtner also attended and addressed hearings to support the Applicant, fielding questions on the design of the facility and the expected impacts of the development. Additionally, we completed several documents that addressed specific issues raised during examination, including ammonia emissions, water requirements, and the possibilities for reusing or treating water from on-site processes.

Buro Happold led the project and design management of the wider project team through to the submission of the DCO application as well as providing multidisciplinary engineering and sustainability services including Infrastructure; Transport; Water; Marine; Ground Engineering; Bridges; Lighting; Sustainability. These disciplines were responsible for producing various technical documents and dr awings which formed part of the DCO submission and also supporting the client Solar 21 through the Examination – including attendance at Issue Specific hearings. Key issues our team helped successfully deliver the DCO application included solutions to address significant flood risk, sustainable drainage, power and utility provision, highway improvements and railway reactivation.

Between October 2021 and March 2023 Wessex Archaeology conducted a series of detailed geophysical surveys across the site of the proposed North Lincolnshire Green Energy Park with the aim of detecting and recording the presence of archaeological features. This programme of works was designed to support the planning application and help develop strategies for archaeological mitigation. The non-intrusive surveys were supplemented by the excavation of 168 archaeological evaluation trenches which recorded evidence of post-medieval agricultural practice and potential Mesolithic activity.

For the NLGEP we designed an industrial wastewater treatment facility to handle 3l/s with the effluent reused in the plant. Assessment reviewed inflow temperatures and the need to incorporate cooling.
Following Anglian Water statements that they could not provide enough potable water, plus required a minimised wastewater flow due to severe overloading of their sewerage network, undertook a design for onsite wastewater treatment to handle all domestic plus trade flows. Also reviewed the Anglian Water modelling of their networks to ensure they had accurately accounted for all existing potable plus wastewater flows that could be offset, as these would cease upon construction of the NLGEP.
Liaised with British Steel and others locally to source raw and potable water from alternative sources other than direct from Anglian Water. Assisted with the Water Resources chapter of the submission.

DDM Agriculture were involved as a core-team member throughout the entirety of the project, from inception through to granting of the DCO, being responsible for land assembly and negotiation of voluntary property agreements, together with Compulsory Acquisition and all other property-rights negotiations.

GSDA were engaged as architects to provide architectural design and visualisation support on the NLGEP project. We worked closely with the client and design team in developing the illustrative architectural design for all buildings and preparing 3D visualisations to ensure the visual impact and potential mitigation measures of the proposed development were fully considered. The illustrative designs contributed to establishing the maximum design parameters that will determine the location and scale of the NLGEP, and the design codes that will be used to guide its future detail design process.

ERM undertook the Environmental Impact Assessment (EIA) for Solar 21’s NLGEP project and prepared the environmental reports submitted with the DCO application. ERM supported Solar 21 by providing advice on key environmental topics through the DCO process through to its successful DCO award.
